Position Summary
The Head of Health Economics & Outcomes Research (HEOR), UK, Ireland & Nordics provides strategic leadership for the development and execution of health economics, outcomes research and evidence-generation strategies that support optimal patient access to Bristol Myers Squibb medicines across the UK, Ireland and Nordic markets.
The role is accountable for designing and implementing integrated evidence plans across the portfolio, ensuring successful reimbursement and market access outcomes through engagement with NICE, SMC, AWMSG, NCPE and relevant Nordic HTA and payer stakeholders, including TLV (Sweden), NOMA/NorPD (Norway), Medicinrådet and regional HTA structures (Denmark), Fimea and Palko (Finland), and relevant authorities in Iceland.
Working across the product lifecycle, the role partners with Commercial, Medical, Regulatory, Government Affairs, Pricing, Global Market Access, Global HEOR and Global Medical to demonstrate the value of BMS therapies and support business growth.
As a member of the UK, Ireland & Nordics Market Access & External Affairs Leadership Team, the Head of HEOR contributes to portfolio prioritisation, launch excellence, organisational capability development and long-term access strategy.
Key job responsibilities
Strategic Leadership
Act as a trusted advisor to the Head of Market Access and External Affairs and broader UK, Ireland & Nordics leadership team on the HEOR strategy for all assets, clearly articulating risks and opportunities.
Develop and execute the UK, Ireland & Nordics HEOR strategy aligned with business objectives.
Provide strategic leadership for value demonstration and evidence generation across priority brands and pipeline assets.
Serve as the senior HEOR advisor to UK, Ireland & Nordics leadership team.
Influence access and commercial strategy through evidence-based recommendations.
Health Technology Assessment (HTA)
Lead development and execution of reimbursement strategies for NICE, SMC, AWMSG, NCPE and Nordic HTA bodies.
Direct preparation and review of economic evaluations and value dossiers.
Oversee HTA evidence planning and submission readiness activities across the UK, Ireland and Nordics.
Anticipate changes in HTA methodology and proactively adapt evidence strategies across markets.
Ensure local evidence requirements are understood and reflected in market access plans for each Nordic country.
Evidence Generation & Real-World Evidence
Lead development and execution of HEOR evidence plans.
Oversee local and global outcomes research initiatives.
Ensure generation of high-quality real-world evidence supporting reimbursement and access objectives.
Identify evidence gaps and implement plans to address them.
Lead input into and alignment behind evidence generation plans and the stakeholder management, communication and influencing skills required for associated UK/RE/Global approvals.
Portfolio & Launch Excellence
Provide HEOR leadership for launch preparation and lifecycle management.
Support pipeline assessments and prioritisation decisions.
Ensure evidence requirements are incorporated into launch strategies and Integrated Brand Planning processes.
Partner with global teams to align on evidence gaps, prioritised needs and the evidence strategies and plans to address these.
Ensure Nordic market access considerations are embedded early in launch planning.
Stakeholder Engagement
Build productive relationships with external experts, academic institutions and relevant healthcare stakeholders.
Provide strategic input into consultations, policy discussions and external engagement activities where appropriate.
Represent BMS HEOR at relevant selected industry forums and external meetings.
Support policy and market-shaping initiatives where evidence generation is a critical success factor.
Develop effective engagement with payer and HTA stakeholders across the UK, Ireland and Nordic markets.
People Leadership
Recruit, lead and develop a high-performing HEOR organisation.
Foster a culture of scientific excellence, innovation and accountability.
Develop future talent and succession plans.
Promote collaboration across UK&I, Nordics and international functions.
Financial & Resource Management
Manage departmental budgets and external partnerships.
Ensure effective allocation of HEOR resources and investments.
Maximise value from external vendors and research collaborations.
Required Qualifications and Experience
Education
Required
Degree in Health Economics, Public Health, Epidemiology, Pharmacy, Economics or a related scientific discipline.
Preferred
PhD, PharmD, DrPH or equivalent advanced qualification.
Experience
Required
Extensive pharmaceutical industry experience in HEOR, Market Access, Outcomes Research or related field.
Demonstrated leadership of successful HTA and reimbursement strategies.
Strong knowledge of UK, Irish and Nordic healthcare systems, HTA processes and market access environments.
Experience leading and developing high-performing teams.
Proven success working within complex matrix organisations.
Preferred
Experience supporting multiple therapeutic areas.
Experience influencing global evidence generation programmes.
Experience representing organisations externally with senior stakeholders.
