POSITION SUMMARY

In alignment with Pfizer China’s 2030 strategy to advance healthcare quality systems and improve patient outcomes, the Market Access Department has established the Pfizer China 2030 MAx Project, a landmark collaboration to drive policy innovation and resource optimization. This role will spearhead strategic partnerships with central and local government bodies, academic institutions, hospitals and medical alliances to operationalize China’s "Health-First Development Strategy," focusing on high-quality medical resource expansion to underserved regions and the advancement of tiered diagnosis/treatment systems. The incumbent will lead cross-functional teams to shape market access strategies, advocate for policy reforms aligned with Pfizer’s therapeutic portfolios (e.g., anti-infectives, oncology, etc.), and leverage the project platform to optimize external policy environments for business growth.

POSITION RESPONSIBILITIES

Strategic Parnership & Policy Advocacy

Establish and maintain strategic partnerships with government agencies, academic institutions, hospitals and medical alliances to align with national healthcare priorities, including high-quality health care resource extension initiatives and medical quality ecosystem development.

Lead policy analysis and trend monitoring to identify opportunities for advancing healthcare reforms, ensuring alignment with Pfizer’s therapeutic areas such as anti-infectives, and oncology.

Design and execute platforms to promote standardized diagnosis and treatment practices within multi-level medical alliances, fostering innovation in areas like antimicrobial stewardship and oncology quality control.

Cross-Functional Leadership

Collaborate with internal stakeholders (BUs, Market Access/Hospital Access, etc.) to integrate strategies, optimize resource allocation, and ensure alignment with BU priorities.

Drive consensus-building across government, industry, and experts to develop guidelines and pilot programs that enhance healthcare delivery models at national and regional levels.

Project Execution & Impact

Oversee the end-to-end management of policy research, pilot program implementation, and best-practice dissemination to amplify the impact of high-quality resource extension initiatives.

Monitor healthcare policy shifts (e.g., VBP, reimbursement, close-knit medical alliances and medical quality control) and assess implications for Pfizer’s portfolio, providing actionable insights to senior leadership.

Ensure compliance with regulatory requirements while advocating for policies that improve patient access to innovative therapies.

Stakeholder Engagement

Cultivate relationships with senior decision-makers in healthcare administration to advance Pfizer’s strategic objectives and corporate reputation.

Navigate complex regulatory landscapes and crisis scenarios with agility, leveraging cross-functional expertise to mitigate risks.

QUALIFICATION

Bachelor’s degree or higher in public health, health administration, or related fields. Advanced degrees preferred.

Minimum 10 years of experience in market access, government affairs, or policy roles within MNC or relevant government agencies. Prior experience collaborating with NHC is critical.

Demonstrated success in shaping healthcare policies, managing large-scale projects, and navigating multi-stakeholder environments (e.g., government, academia, hospitals).

Expertise in policy analysis, healthcare reform trends, and strategic negotiation, with a focus on antimicrobials, oncology, or healthcare system optimization.

Proven ability to align cross-functional teams, resolve conflicts, and deliver results in ambiguous scenarios through exceptional leadership and cultural agility.

Fluency in English and Mandarin, with outstanding presentation, influencing, and consensus-building skills.

Deep understanding of medical alliance operations, tiered diagnosis and treatment systems, and healthcare quality improvement mechanisms.

Forward-thinking mindset with a track record of anticipating challenges and driving innovative solutions in dynamic regulatory landscapes.
