Job Description
The IS Organizational Effectiveness Manager is responsible for enabling effective delivery across multiple Digital Product Teams supporting R&D Commercialization and PPM through strong SAFe Agile execution, Release Train leadership, Scrum Master responsibilities, and Digital Product Operating Model (DPOM) adoption.
This role serves as a hands-on delivery leader responsible for coordinating cross-product planning and execution, facilitating Agile ceremonies, managing dependencies and risks, improving delivery transparency, and enabling teams to consistently deliver measurable business value.
The role will partner closely with Product Owners, Product Managers, Technical Leads, Business Analysts, engineering teams, business stakeholders, and Agile/DPOM enablement partners to establish scalable ways of working across multiple product teams.
Key Roles and Responsibilities
Release Train & Cross-Product Delivery
Serve as Release Train Engineer and delivery lead across multiple Digital Product Teams, coordinating integrated planning and execution across the product landscape.
Establish and facilitate the operating cadence required to coordinate multiple teams, products, dependencies, releases, and shared resources.
Lead preparation and facilitation of PI Planning, ART synchronization, product-level planning, Inspect & Adapt events, and other cross-team SAFe ceremonies.
Maintain visibility into cross-team dependencies, risks, impediments, milestones, capacity, and delivery commitments.
Partner with Product Owners and Product Management to translate product roadmaps and business priorities into executable delivery plans.
Drive resolution of delivery impediments and escalate systemic risks or decisions requiring leadership intervention.
Coordinate with other Release Train Engineers, Scrum Masters, Product Owners, and delivery leaders where work spans ARTs, products, or organizational boundaries.
Scrum Master & Team Delivery Responsibilities
Provide hands-on Scrum Master leadership for product teams as required while maintaining cross-team Release Train responsibilities.
Facilitate sprint planning, backlog refinement, stand-ups, sprint reviews, retrospectives, and other Agile ceremonies.
Coach teams on effective backlog management, story readiness, estimation, capacity planning, prioritization, and definition of done.
Help teams identify and remove impediments that affect delivery, quality, flow, or predictability.
Promote team ownership, transparency, accountability, and continuous improvement.
Adapt Agile practices pragmatically based on team maturity, product needs, and organizational context rather than focusing solely on process compliance.
Product Operating Model Enablement
Support maturation of Amgen's Digital Product Operating Model (DPOM) & SAFe Agile frameworks across participating product teams.
Help translate DPOM & SAFe Agile principles into practical delivery processes, roles, ceremonies, governance, and decision-making mechanisms.
Partner with Product Owners and Product Management to strengthen the connection between business outcomes, product roadmaps, prioritization, capacity, and technology delivery.
Help teams evolve from project-oriented execution toward persistent, outcome-oriented digital product delivery.
Clarify roles, decision rights, handoffs, and operating expectations across Product Owners, Business Analysts, Technical Leads, engineering teams, and delivery roles.
Partner with enterprise Agile and DPOM enablement teams to align local practices with evolving enterprise standards and strategy.
Delivery Governance, Metrics & Reporting
Establish and maintain consistent Agile delivery practices and JIRA structures across participating product teams.
Develop delivery reporting that provides Product Owners and leadership with clear visibility into roadmap execution, capacity, progress, dependencies, risks, and impediments.
Use meaningful delivery and product metrics to assess flow, predictability, quality, throughput, risk, and continuous improvement opportunities.
Facilitate regular delivery and program reviews with Product Owners and stakeholders.
Ensure metrics support decision-making and improvement rather than becoming administrative reporting exercises.
Support consistent tracking of product roadmap commitments, releases, milestones, and value drops.
Agile Coaching & Continuous Improvement
Coach Product Owners, Business Analysts, Technical Leads, engineering teams, and other stakeholders on effective SAFe, Agile, Lean, and product delivery practices.
Assess team and Release Train maturity and identify practical opportunities to improve planning, execution, flow, collaboration, and predictability.
Develop and promote reusable delivery practices, templates, playbooks, and standards that can scale across product teams.
Foster shared learning and consistency while allowing teams flexibility based on product and delivery needs.
Encourage experimentation and iterative improvement of the delivery operating model.
Stakeholder & Cross-Functional Leadership
Build strong working relationships with Product Owners, Product Management, business stakeholders, Technical Leads, Business Analysts, engineering teams, and enterprise enablement partners.
Facilitate alignment when priorities, dependencies, resource capacity, or delivery expectations span multiple product teams.
Communicate delivery progress, risks, dependencies, decisions, and improvement opportunities clearly to stakeholders and leadership.
Influence teams and stakeholders through facilitation, expertise, and data rather than formal reporting authority.
Collaborate effectively across geographically distributed teams and time zones.

How we calculate "similar"
No black box, no LLM guesswork: a deterministic score built from four normalized attributes. Here's this role's own peer group at different match levels, so you can see the mechanism, not just the result.
Every comparison starts from the same 100-point budget: 25 for working in the same function, 40 for the same therapeutic area, 20 for the same or adjacent seniority, 15 for the same country. A dimension we can't confirm on both sides contributes nothing, never a guess, never a free pass.
0 points, never a partial guess. A role we know almost nothing about beyond its function bottoms out at 25%; it never inflates to 100% just because there's little to compare against. Seniority uses a defined ladder (Associate → Manager → Associate Director → Senior → Principal → Director → Senior Director → Executive/VP) so "Director" and "Senior Director" count as adjacent, but "Director" and "Executive/VP" do not.
