POSITION SUMMARY
Government relation expansion/strengthening with ministries incl. MOFCOM, MIIT, MOF, NDRC, NHC, NHDRC, NHSA, etc., industry associations (CAFEI, AmCham, PhRMA, etc.) and local governments (Shanghai, Anhui, Beijing, Guangdong, etc.)
High level engagement between Amgen senior leaders and high officials
POSITION RESPONSIBILITIES
Main Responsibilities :
Government affairs accountabilities:
Develop and implement robust strategies on govt engagement activities oriented by company needs/benefit
Deal with government issues which have impact to company business
Government relation strengthening to build high-level communication platform for Amgen and China govts at both national and local level
Building organizational capability
Build trust among team members and broader stakeholders by setting a highly visible example for colleagues within VA&P in terms of professional excellence and commitment to demonstrating leader behaviors and values
Create and maintain a team culture that values, recognizes and generates high performance, supports innovation and challenges the status quo
Provide clear role responsibility, establishing a climate of continuous measurement and performance improvement
Create processes to share information and experiences, leverage initiatives across teams where appropriate
Actively support development of direct reports and high-potential colleagues providing insights, direction and opportunities

Report to VA&P Head
Cross-functional (strategic planning, medical, marketing, sales, KA, commercial, etc.)
EDUCATION AND EXPERIENCE
Master’s Degree and 10 years of job related experience
TECHNICAL SKILLS REQUIREMENTS
Basic Requirements
In depth knowledge of government affairs/policy/advocacy
Establishes relationships and trust while collaborating cross-functionally
Preferred Requirements
At least 5 years in Government Affairs at pharmaceutical company or industry association
Inclusion and coordination skill and established ability
Project management skill and established ability
Knowledge on regulation of pharmaceutical products
Key capabilities
Knowledge in pharmaceutical industry and understanding on China govt organization and running
Strong acumen on healthcare reform and business, Capability of translation from policy to business impact
Relevant therapeutic areas knowledge or science background
Strategic planning skill and established ability
Skilled in govt official engagement
Open, cooperative and flexible mind-set, and teamwork ability
Leadership/facilitation ability for cross functional work
Proficient English skills in both oral and written
