About this opportunity

The Senior Manager, Clinical Operations FSP Resource & Vendor Management sits within the Clinical Operations organization and is accountable for the end‑to‑end oversight, planning, and optimization of FSP resources supporting Clinical Operations functions.

This role owns the Clinical Operations FSP workforce model, ensuring the right capabilities, capacity, and timing of resources to support portfolio delivery. The role serves as the primary Clinical Operations interface to FSP vendors and works in close partnership with the POE organization, which retains accountability for enterprise‑level contracting, sourcing strategy, and overall vendor governance.

The role enables effective decision‑making by balancing operational demand, cost, quality, and scalability, while ensuring alignment between Clinical Operations needs, POE frameworks, and vendor delivery.

Work Environment:

*** This is a hybrid position based onsite at any of the posted locations with a minimum of 3 days onsite required weekly.  Relocation and mobility assistance are not provided.

Main Responsibilities and Accountabilities:

Clinical Operations FSP Workforce Ownership:

Own the FSP resourcing strategy for Clinical Operations functions (e.g., study execution, site management, start‑up, monitoring, portfolio execution support).

Partner with Global and TA Clinical Operations leaders to understand portfolio plans, study mix, and anticipated demand across the study lifecycle.

Translate Clinical Operations demand into forward‑looking, data‑driven resourcing plans for FSP staff, including timing, skill mix, and capacity assumptions.

Continuously evolve and maintain resourcing algorithms and forecasting models to support proactive workforce planning.

FSP Vendor Relationship (Clinical Operations Scope):

Act as the primary Clinical Operations point of contact for assigned FSP vendors delivering ClinOps services.

Manage day‑to‑day operational relationships, including performance discussions, capacity planning, issue resolution, and continuous improvement.

Ensure FSP resources supporting Clinical Operations meet CSL expectations for quality, compliance, and delivery.

Escalate risks and performance issues through established governance channels, in alignment with POE frameworks.

Partnership with POE (Procurement / Outsourcing Excellence):

Work in close partnership with POE, who own enterprise‑level contracting, sourcing strategy, and vendor governance.

Provide Clinical Operations input into contracting strategies, SOW scope definitions, demand assumptions, and vendor performance discussions.

Ensure Clinical Operations resourcing needs are accurately reflected in POE‑led contracts and governance structures.

Align on roles and responsibilities to avoid duplication while ensuring strong operational ownership within Clinical Operations.

Financial Management & Invoicing (Clinical Operations FSP Spend):

Own financial oversight of Clinical Operations FSP labor spend, including forecasting, accruals, and variance management.

Review and approve FSP invoices related to Clinical Operations resources, ensuring accuracy, compliance, and alignment with delivered services.

Partner with Finance, Business Operations, and POE to ensure transparency and predictability of ClinOps FSP costs.

Support annual operating plans and long‑range forecasts related to FSP Clinical Operations capacity.

Systems, Data & Reporting:

Ensure systems supporting Clinical Operations FSP tracking (resources, costs, utilization, performance) are accurate, current, and fit for purpose.

Drive standardization, resourcing algorithms and data quality across FSP resource and financial reporting.

Develop and maintain leadership‑ready dashboards and insights on capacity, cost, performance, and risk within Clinical Operations.

Identify opportunities to streamline processes and improve automation in partnership with POE and Business Operations.

Clinical Operations Enablement & Governance:

Act as a trusted advisor to Clinical Operations leaders on FSP resourcing strategy, trade‑offs, and risk mitigation.

Provide clarity and guidance to study teams on FSP engagement models, resourcing processes, and financial expectations.

Support inspection readiness, audits, and internal reviews related to Clinical Operations vendor oversight and financial controls.

Contribute to the evolution of CSL’s Clinical Operations outsourcing model in line with transformation and operating‑model objectives.

Job Qualifications and Experience:

Bachelor’s degree required; advanced degree preferred.

8+ years of experience in Clinical Operations, outsourcing, vendor management, or business operations within pharma/biotech.

Demonstrated experience managing FSP or outsourced staff supporting Clinical Operations

Strong understanding of clinical trial execution and Clinical Operations functional models

Proven financial and analytical capability (forecasting, accruals, invoice review).

Experience partnering with procurement / outsourcing excellence organizations

Comfortable operating in a complex, global, matrix environment

The minimum and maximum base salary range that CSL expects to pay for this position at the Waltham, MA USA work location at the time of this posting is $170,000 - $201,000/yr. Individual base salary for a successful candidate is determined by qualifications, skill level, experience, competencies and other relevant factors. In addition to base salary, total compensation for this role may also include incentive compensation and equity.
