Job Description:
The Global Category Buyer, Clinical and Medical will be responsible for a multi-million clinical trials spend related to Clinical and Medical Services (Clinical Full Services Outsourcing & Functional Service Provision such as Data Management, Biostatistics, Medical Imaging, Medical Writing, Electronic Data Capture, IRT, ePRO, eCOA…) ranging from Phase I to IV trials to support IPSEN assets development across our 3 therapeutic areas (Oncology, Neurosciences and Rate Diseases).
His / her responsibilities will be to support implementation of Category Strategies working in close collaboration with the business stakeholders to ultimately deliver value to the business.
You will initiate, lead and execute the procurement strategy for our clinical trials, in alignment with business stakeholders and the Global Strategic Sourcing Director to support business strategies and goals and deliver competitive advantage to the business.
You will contribute to the strategic development of your portfolio and will ensure the robust delivery through clear and measurable benefits.
WHAT - Main Responsibilities & Technical Competencies
Business Partnering
Partner with the business to gain visibility on the Clinical Development Plan and R&D/Medical trials portfolio.
Analyze spend and budget to identify Procurement opportunities with R&D and Medical business stakeholders
Work in close collaboration with R&D and Medical business stakeholders to get a clear understanding of future business needs, to determine the appropriate Procurement strategy, source vendors, and to ensure the consistency between the technical specifications, vendor proposals, and contractual documents
Drive, execute and implement the procurement process for Clinical and Medical initiatives according to the global procurement policy and procurement best practice
Deploy 7-step strategic sourcing process to optimize Clinical and Medical spend, drive supplier performance and minimize risks,
Work collaboratively with cross-functional teams and lead negotiation efforts to obtain best value prices, terms, and optimized lead-times for services and goods
Be accountable for building & delivering a savings pipeline for the assigned categories
Category Management
Support Category Management processes
These main activities would include the following but are not limited to:
IMPLEMENT CATEGORY STRATEGIES
Implement appropriate sourcing strategies across the assigned categories
Lead outsourcing projects from need definition, cost analysis, negotiation strategy and contract development and provide hands-on procurement execution support
Manage commercial conditions negotiation to secure contract execution in collaboration with study director / project manager or any other internal stakeholders.
Support CSR initiatives related to category
Manage or support contractual or business litigations for the assigned categories
CATEGORY SUPPORT
With the support of the Global Strategic Sourcing Director, oversee the implementation of Research & Laboratory category plans
Support some key operational initiatives and manage RFP processes until contract execution to support Business projects
Monitor MSA execution, compliance and deviation.
Strategic Supplier Relationship Management
Support SRM processes already existing or to be defined
These main activities would include the following but are not limited to:
SUPPLIER RELATIONSHIP MANAGEMENT
Build robust partnerships with strategic vendors.
At Therapeutic area/ asset level, managing key supplier interactions, communication process across the organization
Collaborate with the Global Strategic Sourcing Director to prepare, run and steer supplier governance meetings
Develop a culture of supplier performance driven by KPI and metrics
Contribute to the development & management of the Procurement community
Contribute to drive a culture of teamwork and project management good practices.
Facilitates & promotes compliance of Category strategies, processes, policies & tools.
Shares best practices & participate actively in external networking and benchmark for the specific categories of the position
Knowledge & Experience (essential):
Demonstrated experience in Procurement in an international and matrix environment.
Knowledge of Pharmaceutical industry and Drug Development process
Experience dealing with Contract Research Organizations (CROs)
Good planning, and organizational skills to consistently meet procurement deadlines
Effective and proven strategic sourcing & procurement skills
Experience in negotiation in cross functional teams based in multiple geographies
Fully skilled in procurement processes, systems & tools
Demonstrated successful use of risk management and supplier relation management
Project Management: Ability to manage projects to ensure successful delivery, to establish clear goals and accountabilities. This includes the ability to develop project plans, prioritize, identify potential issues/risk and develop contingency plans.
Negotiations: Ability to influence and negotiate optimal agreement.
Data Analysis/Interpretation: Ability to convert general data and findings into specific suggestions that add value to the business and the team.
Knowledge of markets & suppliers for specific categories of the position
Knowledge & Experience (preferred):
Operational role in Clinical Operations eg, CRA,
Role in a CRO especially Business development or Customer Delivery
Education / Certifications (essential):
Master’s degree in business / management / procurement.
Education / Certifications (preferred):
Professional Qualification in Procurement eg CIPS
Language(s) (essential):
English (Fluent)
